What to wear to a 4:00 wedding?

What time does an evening wedding start, technically? My mother is attending an outdoor wedding in Tucson, Arizona, at 4:00p with a reception afterwards at a very fancy venue. She wonders if it's okay to wear a black skirt, berry-colored blouse, black blazer, and a pearl necklace. Will she be alright in this? She's very nervous about fitting in, so guidance is appreciated!

I think she'll be fine, based on living in AZ.

Seems like a fairly versatile outfit. Does it say what time the reception starts? Is there a dinner?

I think that sounds nice. It seems like something classic, and that's never a bad choice.

For what it is worth, a year or so ago, I went to a venue that looked incredibly fancy on the website, and the reviews said it was equally as posh, so I got really dressed up, only to realize that the website had over-exaggerated greatly and wasn't as much as we had anticipated.

So, I think that she sounds like she is wearing something classic and appropriate.
