Bridal Shower Theme and Gift

Hey all! I'm MOH in my friend's wedding and co-hosting her bridal shower in a few weeks with her mom and her mom's friend (also mother of two bridesmaids who NEVER return my emails...) and don't know what to do for a theme. It's on February 17, so I was thinking "Winter Wonderland", her "Colors" (royal blue and white), or "Diamond/Crystal" themed. pdate: I decided on doing scrapbook paper bunting across the ceiling, bud vases with silk Gerbera's at each place setting to do double duty as decor and favor, and white table tops. We invited 45 people and I'm not sure of RSVP yet (invites only went out this week, too late in my opinion but the bride could NOT figure out who to invite), but I'm thinking mostly everyone will come. We are doing deserts, fruit plate, and cheese plate, coffee and tea for refreshments. My main decorating elements will be centerpieces (preferably a potted plant or something nice the prize winners can take home), steamers and garlands, and plates/cups/napkins. FYI, the invites (which I had nothing to do with) were pink and white, but I'm definitely not doing pink and white as I know the bride isn't a huge fan of pink. 

Also, I'm spending about $250 to co-host this shower (I'm buying all decorations, some food, and game prizes). Am I still required to get the bride a gift. I consider the shower itself a gift, but I know not everyone agrees with that. I'm curious as to your sentiments. When I got married, I had an 8 person shower thrown by my mom (no bridesmaids) so I didn't have this scenario. One friend whose shower I hosted years ago told us bridesmaids not to get her presents so I didn't, but this bride hasn't said anything. If I DO get her a gift, I'd get her the $50 measuring spoons and cups set she registered for, and include a quote about "measure" that has to do with love and/or marriage. Any ideas of a good quote, phrase, or where I could find one? 

Update: I decided to get the bride a blank photo album to give to her at the shower with a promise to print out photos from her shower for her to put in the album at a later date, so I'm giving the shower as a gift and then a token for her to remember it by. I'll be giving the measuring cup set for the actual wedding.
